Current program rates for A Circle of Love emergency housing and stabilization services. This page is intended for referral partners and sponsors coordinating a placement.

Important. These are A Circle of Love program service rates. They are not government reimbursement rates, and A Circle of Love is not an AHCCCS-approved provider. Rates, fees, program availability, and service terms are subject to change based on program needs, operating costs, available resources, and individual circumstances.
Agency and third-party payments are billed as fee-for-service transactions for services rendered and are not represented as charitable contributions. Payments for a named client’s placement are invoiced as program service revenue. They are not donations, gifts, or tax-deductible charitable contributions. Charitable giving is handled separately through A Circle of Love’s Emergency Housing Assistance Fund.

Primary Program

Emergency Housing & Stabilization Package

A comprehensive crisis-support service — not a room rental. The bundled rate is intentionally lower than purchasing these services individually.

$250 per person, per day

Full stabilization package

Housing, three meals, utilities, basic needs, intake, case management, housing and resource navigation, administrative help, and up to 10 local transportation miles per day.

$300 per day

Individual with one pet

The full package plus companion-animal accommodation and routine care.

+$35 per day

Each additional pet

Additional companion animal accommodation, subject to safety and space.

What the daily package includes

Emergency shelter & household support

Safe temporary emergency housing, furnished sleeping accommodations, electricity, water, climate control, internet access, bedding, linens, towels, laundry access, basic household supplies, basic hygiene products, reasonable use of common areas, and general residential support during the stay.

Nutrition & basic needs

Three meals per day, basic beverages, reasonable snacks, drinking water, basic food preparation and kitchen support, and basic hygiene and household necessities.

Emergency intake & stabilization

Initial emergency intake, immediate-needs assessment, housing-crisis assessment, basic stabilization planning, identification of priority needs, and general resource assessment.

Basic case management

May include case coordination, resource planning, general advocacy, agency communication, follow-up assistance, stabilization support, basic progress monitoring, and transition planning.

Housing & resource navigation

May include searching for longer-term housing, identifying shelters or transitional housing, contacting housing resources, landlords and programs, application assistance, referral coordination, placement support, exit planning, and transition support.

Benefits & community resources

May include navigation or assistance related to SNAP, DHS programs, AHCCCS, SSI and SSDI resources, food assistance, utility assistance, community nonprofit programs, government resources, and local charitable assistance.

Application & administrative assistance

May include online applications, printing, scanning, document organization, basic ID and resource assistance, agency paperwork, housing and benefit applications, appointment coordination, and phone and internet access for essential needs.

Routine local transportation

Up to 10 local miles per day for routine essential trips — pharmacy, grocery needs, nearby appointments, housing resources, and benefits appointments. Additional mileage is billed separately.

Companion animal support

A companion animal may be an important source of emotional support and stability during a housing crisis. Where safety allows, we keep people and their animals together.

Extraordinary pet expenses are not included in the standard pet rate unless specifically stated. These may include veterinary care and medications, specialty food, grooming, crates, major supplies, emergency veterinary services, significant pet damage, extraordinary behavioral care, and specialized medical care. These may be charged separately at actual cost.

Two Separate Payment Models

Service purchases and charitable gifts are not the same thing.

A Circle of Love keeps these strictly separate in its records, its invoices, and its public materials. Which one applies depends entirely on who is paying and why.

1 · Fee-for-service / agency-paid placement

A company, agency, church, family member, or other third party pays A Circle of Love directly for emergency housing and stabilization services provided to a named client.

These payments are program service revenue and are invoiced as payment for services rendered.

They are not donations, gifts, sponsorship contributions, or tax-deductible charitable contributions, and A Circle of Love will not describe or receipt them as such.

2 · Emergency Housing Assistance Fund

Charitable gifts are made to A Circle of Love’s Emergency Housing Assistance Fund — an organization-controlled fund — rather than to any specific individual.

A Circle of Love retains full discretion and control over how those funds are applied across placements and program needs.

Donors cannot direct a gift to a named individual. Charitable receipting remains subject to the organization’s 501(c)(3) reinstatement status.

Reading an Invoice

Program value and client responsibility are rarely the same number.

A single placement may be covered by a third-party service payment, by charitable assistance from the fund, by a family contribution, or by some combination.

A Circle of Love may waive some or all charges when services are provided as charitable assistance. The published rate is not what every individual pays.

This distinction matters for impact reporting and charitable-service documentation, and it is why the two columns below are tracked separately.

Program policies

Availability

Emergency housing is subject to available space, program capacity, safety considerations, appropriateness of placement, and available resources. Admission is not guaranteed.

Length of stay

Emergency housing is intended to be temporary and short-term. Extensions may depend on continued availability, capacity, individual circumstances, safety, stabilization needs, and progress toward transition or housing goals.

Check-in and checkout

Clear check-in and checkout expectations are set at intake. An additional service day may be charged when a person remains beyond the agreed checkout time or when additional services are provided into another service day.

Safety and behavior

Clients follow reasonable safety and behavior expectations, including prohibitions on violence, threats, harassment, illegal activity, weapons, and conduct that jeopardizes staff, residents, volunteers, or property. Full terms are in the intake agreement.

Medical and clinical limitations

A Circle of Love provides emergency housing and stabilization support. It does not provide skilled nursing, medical treatment, detoxification, psychiatric treatment, emergency medical care, or clinical behavioral-health treatment. For a medical or life-threatening emergency, contact 911.

Pet safety requirements

Clients bringing a pet may be asked for the animal’s name, species, breed, vaccination history, temperament, behavioral concerns, feeding instructions, medications, veterinary information, and an emergency contact. Accommodation may be declined or discontinued where safety cannot reasonably be maintained.

Personal property

Clients remain responsible for their personal belongings unless otherwise documented. Storage fees may apply to items left after checkout.

Extraordinary and third-party costs

The daily package does not automatically include third-party costs such as veterinary care, prescriptions, medical costs, third-party hotel charges, application fees, security deposits, government fees, specialty supplies or transportation, rental trucks, tolls, parking, extraordinary cleaning, or major replacement items. These may be documented and charged at actual cost.
